Background
Community Land as defined by the Local Government Act 1999 (the Act) includes:
‘All local government land (except roads) that is owned by a Council or under the Council’s care, control and management.’
Council regularly reviews its Community Land Management Plan to ensure that all local government land owned by it or under its care, control and management is incorporated into the Plan. Community Land Management Plans are required to be prepared and maintained in accordance with the Local Government Act.

Council regularly reviews its Community Land Management Plan to ensure that all local government land owned by it or under its care, control and management is incorporated into the Plan. Community Land Management Plans are required to be prepared and maintained in accordance with the Local Government Act.
What's being proposed?
Proposed amendments have been made to the Community Land Management Plan to ensure that it continues to reflect Council decisions made since the last review in 2016. A number of property purchases and sales have occurred since the last review and the Plan and corresponding Register have been updated to reflect this. Other planned changes include the Management Objectives, amended legislation and document references and updated Council’s Policies and Plans as they relate to Community Land.
Full details of the proposed changes are shown using tracking in the Revised Plan and are detailed in the Council Agenda report (dated 5 September 2022).
About the Plan
Council Community Land is divided into 13 categories. Each category may apply to one or more separate land holdings depending upon the land’s physical characteristics, associated infrastructure, use and management objectives.
The categories are:
- Category 1 Sporting Reserves, Ovals and Active Recreational Reserves
- Category 2 Fifth Creek, Third Creek and Other Subsidiary Waterways
- Category 3 River Torrens Linear Park
- Category 4 Drainage Reserves and Walkways
- Category 5 Council Operational and Community Facilities
- Category 6 General Parks and Passive Recreational Reserves
- Category 7 Ornamental and Passive Recreation Reserves
- Category 8 Screening and Buffer Reserves
- Category 9 Community Cemeteries
- Category 10 Lochend
- Category 11 Thorndon Park
- Category 12 Biodiversity Reserves
- Category 13 Lochiel Park
