The Draft 2025/2026 Annual Business Plan and Budget (ABP&B) sets out Council’s priorities for the coming financial year, supporting the delivery of our Strategic Plan and continuing our commitment to building a safe, sustainable, and vibrant community.

This document outlines Council’s objectives and the services we plan to deliver, along with the financial strategies in place to fund them.

Your rates

The proposed increase in Council rates is anticipated to be lower than that of neighbouring Councils. This means Campbelltown ratepayers will continue to benefit from some of the lowest rates in metropolitan Adelaide and across South Australia.

Both the Draft ABP&B and the adopted Long Term Financial Plan (LTFP) reflect Council’s strong focus on financial sustainability, while maintaining high service standards and supporting new projects. The proposed general rate increase is 2.50%, plus growth of 0.87% from newly created and developed properties. This proposed increase aligns with the Adelaide Consumer Price Index (CPI) for the year ending December 2024.

In February this year Council received its ‘Local Government Advice’ report from the Essential Services Commission of South Australia (ESCOSA). This Advice found that ‘Council’s current and projected financial performance is sustainable, considering the Council’s robust strategic planning processes, sound operating surpluses and rates growth per property consistent with inflation.’ A copy of this report is provided in Appendix 5 of the Draft ABP&B .

Key projects

Key projects proposed for delivery in 2025/2026 include:

  • facility upgrades at Max Amber Sportsfield, The ARC Campbelltown, Campbelltown Library, Thorndon Park, Rostrevor Tennis Club, Daly Oval, Campbelltown Memorial Oval, and Steve Woodcock Sports Centre
  • investment in playgrounds at Tranquil Court and Pamela Avenue and lighting along River Torrens Linear Park
  • installing and replacing footpaths and roads across the City
  • erosion control works along Third Creek and flood mitigation improvements on Hallett Avenue, Tranmere and Gorge Road, Athelstone
  • continued preservation of historic Lochend House

Council welcomes community feedback on the Draft ABP&B and encourages ratepayers, residents and business owners to engage in shaping the future of our City.

You are invited to give feedback on Council's proposals in one of the following ways:

The outcomes and feedback from this consultation will be considered by Council at its meeting on 17 June 2025, with the ABP&B formally adopted at the Council meeting on 1 July 2025.

All feedback must be received by 4pm Friday 30 May 2025
