The Draft 2026/2027 Annual Business Plan and Budget (ABP&B) sets out Council’s priorities for the coming financial year, supporting the delivery of our Strategic Plan and continuing our commitment to building a safe, sustainable, and vibrant community.
This document outlines Council’s objectives and the services we plan to deliver, along with the financial strategies in place to fund them.
Both the Draft ABP&B and the adopted Long Term Financial Plan (LTFP) reflect Council’s strong focus on financial sustainability, while maintaining high service standards and supporting new projects. The proposed general rate increase is 3.30%, plus growth of 0.79% from newly created and developed properties. This is in line with the LTFP and the December Adelaide Consumer Price Index (CPI) which is much lower than the recent March CPI of 4.9%.
Council acknowledges that the cost of living is increasing. The conflict in the Middle East has led to increased prices, resulting in many suppliers applying significant cost increases to Council.
Nevertheless, Council has taken steps to limit the impact on the Community by absorbing these costs. This is demonstrated by maintaining the rate increase in accordance with the LTFP and below recent CPI movements.
It is expected that Campbelltown residents will continue to pay some of the lowest council rates in metropolitan Adelaide and across South Australia.
In February 2025, Council received its ‘Local Government Advice’ report from the Essential Services Commission of South Australia (ESCOSA). This Advice found that ‘Council’s current and projected financial performance is sustainable, considering the Council’s robust strategic planning processes, sound operating surpluses and rates growth per property consistent with inflation.’ A copy of this report is provided in Appendix 5 of the Draft ABP&B document.
Budget highlights
Some of the projects proposed for delivery in 2026/2027 include:
- Supporting Community Life:
- Upgrades to community facilities, including The ARC Campbelltown, Campbelltown Library, Brookside Cellars, Athelstone Recreation Reserve and Foxfield Oval Community Hall.
- The commencement of design works for the Council Office, which will improve accessibility, comfort, functionality and user experience.
- Caring for Our Environment:
- Investment in sustainability and climate resilience through the expansion of solar PV systems, heat pumps, water reuse, irrigation efficiency and water sensitive urban design roadworks.
- Community sustainability event, reinforcing Council’s commitment to environmental sustainability and long‑term cost reductions.
- Investing in Safety and Infrastructure:
- Safer, more connected transport and public spaces with various lighting, drainage and cycling initiatives aimed at improving pedestrian safety, accessibility, mobility for all users, and connectivity across suburbs.
- Proactive asset renewal of various roads and footpaths, plant and machinery, open space and computer equipment, all aligned with Council’s Asset Management Plans.
Council welcomes community feedback on the Draft ABP&B and encourages residents and stakeholders to engage in shaping the future of our City.
The feedback received from our Community will be provided to Council for consideration at its meeting on 16 June 2026. Council will then agree in principle on the projects and service delivery to be provided during 2026/2027, before the ABP&B is formally adopted at the Council meeting on 7 July 2026.
