New Assets (Capital)

Council undertakes a range of projects each financial year that provide new or additional assets within the Council area. The proposed new projects and works for 2026/2027 are listed below.

Project or service

Hectorville Community Hall Renewable Energy System Expansion ($15,000) • To replace and expand the existing solar system at Hectorville Community Hall with a 15kW system.
Water Backflow Device Renewals ($60,000) • To replace 12 priority backflow devices used to prevent contaminated water from flowing back into the clean, potable water supply, with modern testable units to maintain compliance, improve testing access, reduce reactive repairs and support
Irrigation Controller Upgrade ($14,000) • To transition to a cloud-based system to automatically adjust or suspend irrigation, preventing watering during rain events and improving efficiency and responsiveness.
Additional Staff - Regulatory Services ($10,000) • To purchase equipment for an additional General Inspector to meet the increased demands in the areas of parking patrols and animal management.
The ARC - Heat Pump Upgrade and Car Park PV System ($2,747,150) • To integrate the facility’s existing gas boilers with a suitable heat pump system. To offset the additional electricity usage of the Heat Pump, this project will also install a 750kW car park solar system. The total cost of this project is $5,200,000, which is offset by a Commonwealth Government Grant ($2,452,850).
River Torrens Linear Path Lighting Project – Stage 2 ($1,875,000) • To replace 66 solar lights with a lighting network that meets lighting standards while considering the sensitive environment the path occupies.
Council Office ($316,200) • To undertake the design phase of the project to rebuild Council’s Office, with the construction works scheduled to occur in 2027/2028 and 2028/2029.
Thorndon Park - Water Tank Connection ($110,000) • To activate the existing 150,000 litre tank to irrigate the eastern oval using groundwater from the Max Amber Sportsfield bore, avoiding the use of lake or mains water during summer. The system would still be able to switch between tank, lake and mains water as needed, ensuring resilience during peak demand or maintenance, saving Council approximately $25,000 per year in water costs.
New Bus Shelters ($75,000) • To install new bus shelters at the following locations: - George Street, Paradise - Bus Stop 46, north side - Moules Road, Rostrevor - Bus Stop 23, north side - Stradbroke Road, Rostrevor - Bus Stop 27, west side
Library - Washing Machine and Dryer ($3,000) • To purchase a washing machine and dryer for Campbelltown Library to wash cloth items used in the library and borrowed from the Toy Library.
Footpath Program - Community Requested - Swan Avenue, Rostrevor ($26,500) • To construct a new footpath from Gleeson Crescent to Morialta Road.
Footpath Program - Community Requested - Melville Road, Paradis e ($38,000) • To construct a new footpath from Church Road to Darley Road.
Footpath Program - Community Requested - Melville Grove, Hectorville ($120,000) • To construct a new footpath from Hectorville Road to West Street.
Footpath Program - Community Requested - Bosville Grove, Campbelltown ($30,500) • To construct a new footpath from Mines Road to Kenwyn Drive.
Footpath Program - Community Requested - Sprankling Avenue, Newton ($27,500) • To construct a new footpath from 13 D’Angelica Court to Forest Avenue.
Transport Plan (Southern) Initiatives - Footpath - Fairleys Road, Rostrevor ($25,000) • To complete the footpath along the eastern side of Fairleys Road to provide continuous pedestrian connectivity.
Transport Plan (Southern) Initiatives - Footpath - Stradbroke Road, Rostrevor ($35,000) • To complete the footpath on the western side of Stradbroke Road, between Redden Street and 220 Stradbroke Road to provide continuous pedestrian connectivity.
Transport Plan (Southern) Initiatives - Emu Crossing - North Street, Hectorville ($45,000) • To install an Emu Children’s Crossing on North Street, adjacent to St Joseph’s School. This crossing will enhance the safety of school children, improve connectivity to the school, and contribute to traffic calming along the street.
Brookside Cellars - Main Hall Fit Out ($60,000) • To assist in making the hall appealing for activation for music, performing arts, visual arts and events. This fit out includes curtains on rails to enable division of the space, lighting racks, lighting and a wall to screen off the end of the room for storage.
Hectorville Road Pedestrian Crossing ($70,000) • To install a pedestrian refuge to improve pedestrian safety and accessibility, particularly for vulnerable users such as older persons, children and people with limited mobility.
Athelstone Recreation Reserve - Drainage and Pitch Access ($180,000) • To improve access between the grass and synthetic pitches through the construction of retaining walls, repositioning the coaches’ boxes and the installation of a small drainage system.
Athelstone Recreation Reserve - Car Park Access ($65,000) • To construct new steps to improve access in the car park area and prevent water ponding.
Strategic Land Purchases ($316,800) • An annual allocation of funding for strategic land acquisitions as opportunities arise. This amount will be combined with the allocation not spent in 2025/2026 (currently $1,911,450).
Asset Management Plan – Buildings ($605,750) • An annual allocation of funding to undertake works identified through the Building Asset Management Plan. These funds will be rolled over to 2027/2028 to offset the budget required to fund the major capital projects identified in the adopted LTFP.
Master Plan Implementation ($628,750) • An annual allocation used to fund Capital New works resulting from adopted Master Plans. These funds will be rolled over to 2027/2028 to offset the budget required to fund major capital projects identified in the adopted LTFP.
Public Art Fund ($20,650) • An annual allocation of funding to commission, acquire or attract public art in the Council area. No art works have been identified at this time to allocate this budget to.
