Community Engagement Outcomes

Consultation on the Pamela Avenue Reserve Upgrade concept plan was open from 10 March to 4 April 2022. 44 responses were received with general support for the proposed plan.

On 19 April 2022, Council adopted the revised concept plan removing the BBQ and chess facilities from the detailed design whilst ensuring provisions are made for the addition of shade structures.

As part of the 2022/2023 Annual Business Plan and Budget, $175,000 funding was allocated for civil and landscaping improvements. The remaining $255,000 to transform Pamela Avenue Reserve into an intergenerational space will be considered as part of future annual business plan and budget processes.

Project Details

In October/November 2021, Warrina Homes Retirement Village, an adjacent neighbour to Pamela Avenue Reserve, Campbelltown, approached Council regarding potential upgrade of the reserve to create a space more suitable for families and older people.

Staff undertook an assessment of the Reserve and established that whilst the playground is scheduled as low priority for renewal (10-20 years) some of the play equipment is due for replacement.

Warrina Homes Community and Staff then collaborated with Council Staff to develop a concept plan for discussion with Council and the Community. High consideration was given to creating a space that will be used more frequently, is easily accessible to Warrina Homes and incorporates intergenerational equipment of value to older people, families and children. An upgrade of the space would facilitate social gatherings including family picnics and barbeques, and enable older people to spend time with their grandchildren in an enjoyable and accessible space.

What was proposed?

Pamela Avenue Reserve is a small local reserve with a local level playground located west of Lower North East Road and bounded on two sides by Warrina Homes. The Reserve sits within a 500m radius to Greenglade Drive, Tranquil Court and Donald Street playgrounds.

The proposed Concept Plan featured the following:

  • A pin entry/lockable gated entry point between Warrina Homes and Pamela Avenue Reserve
  • An intergenerational space that is accessible and welcoming to encourage use by local residents as well as visitors (especially from the local retirement villages)
  • An upgraded playground with additional equipment to encourage interaction between young children and their parents/grandparents (eg dual embankment slide, expression/nest swing and platform seating that allows for flexible and intergenerational play)
  • Upgraded pathways using a combination of permeable paving and concrete to improve access by people with mobility issues and for children
  • A barbeque and shelter for family gatherings and longer visits to the reserve
  • An accessible drinking fountain
  • An additional turfed area, and new irrigated garden beds including sensory plantings

The upgrade is anticipated to cost $430,000.
